The charter language is unnecessary. A similar clause was used in some OASIS TC charters years ago, to indicate their intent to issue royalty-free specifications. That's been superceded since mid-2005 by the current version of our IPR Policy, which explicitly permits TC proposers to constrain TCs to RF output, using the OASIS IPR mode designation. It's possible that the text simply was copied from an old pre-2005 TC charter.
