Subject: Minutes from Biometrics TC convener call 06 December 2012


Attending: 
- Kevin Mangold, NIST
- Ross Micheals, NIST 
- Robin Cover, OASIS 
- Chet Ensign, OASIS  

- Reviewed comments received on the proposed charter 

Kevin send first draft of the comment resolution log. Kevin clarified that there were some other comments not submitted to mailing list. They weren't added because they duplicated comments listed. 

Kevin confirms that some changes will be made to the charter in response to the NIST comments. The others don't require changes. Discussed how to complete the log and Chet clarified that the comments do not need to be as extensive as is required for other organizations. For example, it will be adequate to say "Proposers agree with the comments and will revise the charter to take them into account." 

- Reviewed the timeline and next steps 

Next steps are to submit the revised charter and the completed comment resolution log. Chet noted that the last possible date to stay within OASIS timelines for submission is 17 December 2012. Kevin said that won't be a problem. 

- Noted that DHS still doesn't have a replacement for the primary representative. Chet checked - DHS has no alternate representative. Suggested that they can name an interim rep if they want so that the the statement of support can be included in the charter.  

- Reviewed list of TC resources available. TC web site will be available when call for participation goes out. Other resources (wiki, JIRA, svn) set up at TC request after first meeting 

- Robin reviewed efforts to promote the TC. Stressed value of FAQ document to help stakeholders decide whether to participate 

Robin discussed the value of setting up TC liaisons with other organizations doing related work. 

Robin asked whether the FBI would be proposing. Kevin said that he isn't sure. The first person who wanted to participate was told no because of resource limitations. There is another who Carol found. Robin said that wwe will do our best to help identify a contact who would join. 

Ross - 3M Cogent is lined up and has a big presence in the market. NEC has a big fingerprint matching program and would be a good addition. Also Lockheed Martin. Robin offered to help do research and identify more participants. 

Kevin noted that getting the FBI onboard would be fantastic. 

- Chet recapped the upcoming dates. With no other business, the call was adjourned.
