OAXAL 1.0 Approved as an OASIS Committee Specification

OAXAL 1.0 has been approved as an OASIS Committee Specification. I would 
like to thank all current and previous TC members for their support and 
hard work in helping the OAXAL Reference Architecture achieve this status.
