At long last, here is the 0.9.0 working draft for oBIX.  The major changes
include:

  - Ref object type (Section 3.11)
  - Event object type (Section 3.14)
  - Object Composition (Chapter 7)
  - Error Handling (Section 8.2)
  - Subscriptions reworked as Watches (Chapter 10)
  - WritablePoints (Section 11.4)
  - Alarming (Chapter 13)
  - Security (Chapter 14)
  - HTTP Binding (Chapter 15)
  - SOAP Binding (Chapter 16)
  - Auxiliary files for WSDL, XSD, standard unit database

The Subscription design was modified to support a more general eventing
model called Watches.  These changes were mostly driven by the requirements
for alarming.  Alarming is a tough feature to please everyone  Ive
proposed a simple design that hopefully wont create impedance mismatches
for either vendors or vertical domains.  Note Ive also proposed finalized
details for lots of loose ends including object composition, error
handling, security, and the HTTP and SOAP bindings.

At this point the oBIX specification is feature complete.  The
specification covers all the major issues which we originally set as a goal
for oBIX 1.0.  Now is the time to wrap up the specification within the
working group, and begin the review process.  Aaron is going to schedule
the next conference call for two weeks from now.  This will be a key
opportunity for those on the working group to raise issues with the
proposed specification.
