Groups - oBIX XML Standards working meeting added

It's been a long time since this group has met.  This meeting will be about
determining the current state of work-in-progress and determining next
steps.

Note:  this is an hour later than the old time (if anyone remembers that
far back) and the dial-in numbers have changed.

For those who have not seen the 1.1.3 draft, it's at:

Please respond if you plan to attend or would like to attend but cannot due
to the scheduling.  If the latter, please indicate potential good times and
