After looking at this further, the term 'document' in line 115 indeed refers to the oBIX specification document (at least the v1.1 core, although the bindings & encodings docs could be assumed as included).  However, the term 'document' is used in line 118 to refer to an XML document (referenced here as an 'oBIX document').  These are the two contexts to which I am referring.
