Regarding the recommended reference to the CSV RFC, this is not intended to specify how CSV data is to be sent or encoded.  This could just as easily be some other format.  Perhaps it would make this intent cleaner to use a format that is not widely known?  I had felt that a familiar format would be just one less thing for people to grok.
