New Jira items on WD39

I've added 16 new items, some of which are opened.

There were six or so new items (as yet unopened) wrt the 1.1 spec that need to be examined.

I'd hope that Toby and Craig can look at all the new/open issues and do triage. Most of my recent ones are relatively minor, except for the confusion around Contract, Contract List, and the UML diagram. I read the speak anew, as if approaching it for the first time.
