I've added a ref to rfc3986 at line 245 and line 950.
I've changed the 952 text as suggested.
Confused about locations - lines 188 and 196 are in an example?  The first occurrence of 'relative' as it relates to URIs is at line 950, or thereabouts (I've already made some changes so the exact line # isn't right, but it's in this section).  The href in Section 2 is a non-relative URI.
