MAY is capitalized simply because I was trying to reflect that I was allowing behavior, my understanding was that keywords like this should always be capitalized so it is clear they are being used in the context of specification behaviors.  If it's inappropriate to have it, I'm fine with lower-casing it.

'source' means the source being referenced, not anything obix.  I.e., if we're referencing Haystack, the Haystack dictionary that this OBIX Server uses is the "source", so we are talking about the version of that dictionary.  That is a bad example, because Haystack provides no version info.  But it is expected that other things like bindings would provide version info.  And even for the Haystack dictionary we can provide retrieval date, so we could potentially compare them.
