wrt 188 and 196:

That's the first occurrence of a relative URI, rather than an occurrence of "relative" - in a non-normative quick start a normative isn't possible, but not everyone recognizes relative URIs when the see them.  I'd suggest a footnote in the example pointing to Section 3.4.
