Subject: NIST Rules for selling electricity as a vehicle fuel


All,

 

Attached is the NIST Handbook 44 (Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Devices) section regarding selling electricity as a vehicle fuel,

Each state might or might not adopt directly, though it is assumed that they would not add to it. In CA, enforcement middle of next year.

 

Caveats for California and probably elsewhere:

-Only applicable to publicly available EVSEs when monetary transactions take place.

-Fleets, Workplaces, Residences exempt (Other OCPP Use cases would apply- e.g., TOU).

-As with Gas stations, these will be inspected and sealed/labeled.

 

Highlights, only some of which might be applicable to OCPP:

EVSEs involved in sale of electricity must measure and display electricity

delivered.

Display required on “the face of the device” (defined term)

One display (e.g. at a kiosk) for multiple, selectable EVEs is allowed

Electricity delivered is defined to be at the interface between the coupler

and the vehicle (and is measured there for certification).

Receipt must be rendered directly after delivery (can be electronic).

Requires display re-set to zero after charging, and a non-resettable energy

totalizer for lifetime energy delivered by the EVSE.

Requires EVSE to be labeled as type-certified, per FTC 16CFR Part 309, etc;

marked at readable height; and listed and labeled in accordance with NEC.

Stipulates EVSE behavior at start and end of transaction, through power

loss and resumption, under fixed and variable pricing.

Requirements for sealing (tamper resistance and evidence), e.g. physical

means, data change audit trails, parameter change event logger.

Resolution of energy measurement is 0.001 kWh

ex: 14.837 kWh, 0.016 kWh, 2.000 kWh, 0.000 kWh

Price resolution is cents or tenths of a cent

ex: $0.12, $0.119, $25.00

Time resolution for parking charges is 5 minutes, displayed as [hh:]mm

Tolerances for over- and underregistation are relaxed, given in a table

Time resolution for other purposes (i.e. TOU boundaries) is one minute

Tolerances: overregistration 5 sec (≥ 1 minute); underregistration 6 sec/min.

Unit price(s) and applicable periods must be displayed and (if variable)

selectable prior to start of charging

Quantity delivered must be shown automatically on the face of the EVSE

All fees, determining factors, and EVSE details must be shown on a receipt

Auxiliary indications, e.g. app or email receipt, must agree with display

Data must be unalterable, accessible, and retrievable for three years

(cannot depend on a replaceable battery).
