Below you will find a few examples of credit card, and pricing to get this discussion started.

Credit Card Use Cases:
 1 - Direct clearing through a payment terminal.

In this case there is an independent payment terminal embedded within an EVSE which is wholly responsible for authorization, billing, etc. OCPP involvement where the EVSE is concerned is limited to status information to inform the central system that the EVSE is occupied. There is no associated session data.

2 - Credit Card Kiosk.

In this case there is a payment kiosk associated with a site which may consist of multiple EVSEs. The kiosk is responsible for authorization, billing, etc. If the EVSE selected by the end user is an OCPP EVSE, and the kiosk informs the back office that the credit card is authorized, the back office requests that the central system send a remote start transaction to the identified EVSE on the specified connector. When the transaction is completes, for any number of reasons, the final billable information is retrieved by the kiosk which then closes the credit card transaction. In this model there is not necessarily a link between the OCPP transaction and the credit card transaction, but an improved model might involve some token generated by the credit card transaction being passed as an identifying component of the remote start request, and then carried throughout the OCPP transaction.

These are merely two cases, and the submission of others where they may exist is encouraged.

One pricing model is as follows: 

Consider defining periods, or windows, either on a clock-aligned basis or a transactional basis where each period has rates or fees similar to: kWh fee, plug time (the time during which the connector is plugged into the EV without charge flowing) fee, flow time (the time during which charge is flowing to the EV) fee, and a fixed fee for the window. Each may be zero for a given window, and windows may nest.

Example:
Off-Peak for Plan A applies from 1500-1900hrs:
Initial 30min:
fixed fee: $0
flow time fee: $0
plug time fee: $0
kWh fee: $0

Minutes 30-60:
fixed fee: $5
flow time fee: $.10/min
plug time fee: $.20/min
kWh fee: $0/kWh

Minutes 60+:
fixed fee: $5
flow time fee: $.15/min
plug time fee: $.30/min
kWh fee: $0/kWh

A customer on Plan A charges an EV from 1545-1700hrs but does not unplug the EV until 1800hrs:
From 1545-1615hrs the total fee is $0
From 1615-1645hrs the total fees are $8
From 1645-1700hrs the total fees are $7.25
From 1700-1800hrs the total fees are $18.
The overall session fee is $33.25.

This is a single example, and the submission of others where they may exist is encouraged.

Tariffing and Pricing appear to be closely related and may in fact nest. Discussion to that end is likely warranted.
