I have been investigating the tariff scheme in Open Clearing House Protocol.
Basically, they support a really complete version of tariff. We are investigating whether this can fit for our use case in general.

I can tell there are still some element missing in their model:
e.g. 
1. Absolute/Percentage Discount for certain user group.
2. Don't support complicated model for user group, currently only defined by string
3. VAT for certain country/district. (Even though we don't have problem in China for now, but if we got customers elsewhere, it could be a problem internationally)

Complex Tariff example in OCHP 1.4

2.50 euro start tariff 1.00 euro per hour charging tariff for less than 11kW (paid per 15 minutes) 2.00 euro per hour charging tariff for more than 11kW on weekdays (paid per 10 minutes) 1.25 euro per hour charging tariff for more than 11kW during the weekend (paid per 10 minutes) Parking costs:
    Weekdays: between 09:00 and 18:00 : 5 euro (paid per 5 minutes)
    Saturday: between 10:00 and 17:00 : 6 euro (paid per 5 minutes)
all of the above as the default tariff
with additional 2 euro per hour tariff for YYCBA-provider
