Reaction:
1) OCPP 1.6 requires MeterValues to be send after an offline period. I think it would be better to leave that to the CPO, depending on the use case of the CPO, MeterValues might be omitted. I think it might be good to prescribe a way to give the CPO control over MeterValues: Send MeterValues: Never, Always, OnlyOnline, InStopTransaction. Then the CPO can configure this the way they want to use them. They even might differentiate between chargers, home chargers might never send meter values, while public chargers always have to send them. Chargers then charge for free never send MeterValues etc. 

2) Having the option to put MeterValues in the stop transaction without a way to turn that feature on/off seems illogical. It all depends on the CPOs use case. If you want to receive the MeterValues in the stop transaction instead of in seporate message you should be able to configure your Charge Point. See solution above.

3) do you send currency information in the Stop Transaction aswell?

4) Reducing data and adding more data to transaction related message might be conflicting. But if we can somehow make this configurable it can se why this can be very useful for some use cases.
