Hi Robert

1) in China, the currency information is normally not an issue ;) Though I understand it is an definite issue for international standard.
2) I do think it might be good to define the use case carefully first and decide how to design the configuration to make use of the cases. 
So now we have a case that we don't sent MeterValues for offline transactions, and we add final cost to StopTransaction cause it was calculated offline and without details of MeterValue, there is no way for CS to calculate it again. Though I do think this kind of solution can cause problem. I will discuss further with our product managers and engineers and get back to you. I am still not 100% sure whether there this use case is temporal or permanent.
