I think all the metervalues should be sent even in offline, it can be made configurable if to be sent when offline, there can be lots of places where the metervalues can be useful, like cost calculations, sub-metering etc. In offline case we should leave it on implementers to send the Metervalues separately or all accumulated in stop. 

In for co-relating the messages. But not sure how much effective it could be.
