I fail to see why you would have to flag this situation in a Start/StopTransaction message. The Central System will flag the charge point as being 'offline' as soon as no communication has been received from the charge point in more than one or two heartbeat intervals. So, the Central System will know when there are periods of connectivity loss. Does this mean that you want to add an 'offline' flag to *all* OCPP messages?
