looks good to me. when looking at where you actually use "unsafe", i spotted a typo in this section:

that section says "If a client wants so safely repeat a request" and that's a bit problematic. because in HTTP, "safe" is a well-defined word that applies to specific methods (like GET). this is not what you're doing here, in HTTP terms this is still "unsafe" (but it is idempotent now). so maybe just omit "safely" to avoid this slight incoherence with HTTP terminology.
