+1 on Ram's suggestion for adopting a standing rule allowing email motions. This end up saving a lot of unnecessary delays in processing of motions in OASIS TCs.

The OASIS Technical Committee process section 2.13 [1] requires motions (to open electronic ballots) to be processed only in Technical Committee (TC) meetings unless the TC adopts a standing rule that allows such motions to be made, seconded, discussed, and voted on over the TC mailing list. The ability to process such motions via email gives greater flexibility in the conduct of TC business and helps avoid unnecessary delays. Hence, I suggest this TC adopt a standing rule to that effect such as described below [2].

Cheers.

[1] Excerpt from OASIS TC process section 2.13 https://www.oasis-open.org/policies-guidelines/tc-process#voting

A motion to open an electronic ballot must be made in a TC meeting unless the TC has adopted a standing rule to allow this motion to be made on the TC's general email list. When such a rule has been adopted, motions made on the mail list must also be seconded and discussed on that list.

[2] Standing rule

  1. In accordance with OASIS Technical Committee Process 2.13, the OASIS OData TC allows motions to open electronic ballots to be made, seconded, discussed and voted on over the TC's mailing list.
  2. The OASIS OData TC Chairs are allowed to hold electronic ballots via the TC's mailing list or via the TC's electronic balloting capability.
