I just want to add some context. This
draft spec was published in Sept. 2006. The Semantic Web Best Practices
and Deployment Working Group, the group that published it, closed effective
29 September 2006. It was discussed by the XML Schema, XSL, and XML Query
Working Groups. I was among those submitting comments to the XML Query
WG. We submitted our comments [1] to the group that authored this draft
spec.To my knowledge, no response was ever received on these comments.
