One suggestion is to remove the concept of a datetime with no offset. Datetimes with no timezone are pretty meaningless, so we could just have one "DateTime" type that had a (required) timezone. As per discussion above, we would need to define how services exposed and roundtripped datetime values that had no persistent timezone (for example, by interpreting persisted datetime values with no timezone as UTC).
