I share the point of view expressed in RFC3339 Section 4.4 Unqualified Local Time (http://www.ietf.org/rfc/rfc3339.txt):

   Since interpretation of an unqualified local time
   zone will fail in approximately 23/24 of the globe, the
   interoperability problems of unqualified local time are deemed
   unacceptable for the Internet.  

Being an internet protocol, I believe that OData should not have a zoneless DateTime type at all. 

Especially with EIS data the publishing system must translate its internal datetime format into a well-defined datetime with offset on the way out, and translate timezoned data into its internal datetime format on the way in.

The HTML5 definitions cited above refer back ISO8601 which recommends including the timezone. I suggest we follow this recommendation even if it has been ignored by "intermediate layers".
