This gets back to having a full proposal for enumerations.

The types that are called out are those that can be represented through child elements, allowing structured elements to be defined inline.

Enumerations are named, not structural, so it probably doesn't make sense to define them in line. As Andrew says, you can just use the attribute notation to refer to a named enumeration type defined separately.
