The name MUST only identify actions that are bindable to the current entity type. If overloads exist that cannot be bound to the current entity type, the name SHOULD address a specific action overload.
If all action overloads can be bound to the current entity type, the service SHOULD advertise a single action Metadata URL that identifies all of the overloads.
