HasStream should be in CSDL namespace.

I like having a namespace that is purely the model, with no operational aspects (like the DataServiceVersion of the service) and no directives (like references to other artifact locations).

If we combine the operational (i.e., DataServiceVersion) with directives (i.e., references to related schema definitions) then we can get rid of Section 2.3, but we should either open a new issue to track these remaining issues or address here before closing.
