Sorry, read over the "approved as open" in the heap of "approved as proposed".

As I spend a lot of my time discussing with implementation teams whether things are implicitly included and thus intentionally not mentioned or rather not included because they are not explicitly mentioned, I strongly favor explicitly mentioning our intentions.
