An alternative would be to extend only $filter by allowing a comma-separated list of boolean expression where the first applies to the base set and the following are prefixed with the navigation path they apply to:

GET ~/PurchaseOrders?$filter=Status eq 'OPEN',Items(WeightInKg gt 5000),Items/ScheduleLines(not Shipped)
