I agree that we should add TZID offsets in addition to numeric offsets.

There are basically two ways we can do that: 
 - require the TZID to be part of the value as in DateTimeOffset, or 
 - add new primitive type TimeZoneID and add a REQUIRED facet TZID to the types DateTime, Date, and ClockTime that MUST specify a valid path to a property of type TimeZoneID.
