Note that, for ATOM data/metadata, we already have a versioning policy that says that anything that MUST be understood by the client to correctly interpret the response results in a version bump.

For CSDL/EDM, if we return any new constructs that a down level client cannot ignore (regardless of namespace) then we either need to do version negotiation on the $metadata endpoint or have separate $metadata endpoints for different versions of the metadata. In either case, versioning the namespace doesn't really help, the point is that there is new content that the client has to deal with.
