Proposal:
Do NOT include version information in the namespace URL, to allow us to define new elements without the client having to look through different namespaces.
Our versioning policy should be to not introduce new elements to our CSDL/EDM and ATOM data/metadata namespaces that cannot be safely ignored by down-level clients.
Remove DataServiceVersion attribute from edmx:DataServices element; the Version attribute of edmx:Edmx specifies the version of a given CSDL document.
