I think of the URIs for describing a reference similar to the URIs used in XMLSchema; they are unique identifiers that MAY be referencable. In some cases the URI might be a well known vocabulary (for example, on of our core vocabularies, or an internal vocabulary) that the client has internal knowledge of.

We might address this as part of the conformance section; at some interoperable level of conformance a vocabulary URI MUST be dereferenceable, although this calls out the general question of exactly *who* is being required to make the URI dereferenceable? Are we saying that the service is not compliant if the thing they are trying to reference, which they may not own, is not backed by a CSDL document? Are we saying that the referenced document is not compliant if it doesn't post itself somewhere?
