------------------------------------------------------------

The resolution allwoing the client to make suggestions to the server w.r.t. server driven paging is in ODATA-243 "Add client preferences for server-driven paging" [component: OData Protocol] and is Closed.
The meeting trace is documented in the minutes and a navigation helper is at: http://oasis.odata.ws/Issues(243)/Meetings

> Allow change sets of only read operations. The idea being you can get a snap shot of potentially unrelated entities at an instance in time. It would also be useful for deltas where you want to get all the changes (even for unrelated entities) within a single change set request at a certain point of time.
