@Evan: Even in that example you just suggested you don't need per client state, nor a large delta token, nor does each client need to get the deleted entity.  You just need to store the right information to answer the question, correctly.  Efficiency is also an implementation detail and the efficiency of the approach will depend on what data is stored, and how it is stored.

If a service can't solve partition membership changes correctly, then it can restrict tracking changes to not allow $filter or only allow filtering on read-only properties/entities.

With regard to a DELETE to a deltaLink: storing per-client state across requests violates a constraint of REST.  Since OData is meant to be RESTful, we shouldn't make it part of the standard.
