    Proposal: 
Change wording; in order to continue tracking changes, the service returns a delta-link on the next page.
Clients continue to specify the track-changes prefer header when following the delta link in order to make sure the service knows it wants to continue to track changes after applying the current set of changes.
Also, service returns preference applied to signal that change tracking has been enabled, and the client will see a delta-link on the last page.
