Make explicit that context URL itself can be relative to content-location or request URL.

Best rephrase the "recursive" or "inside-out" rules to "outside-in":
- request URL is outermost context
- can be overridden by content-location
- which can be overridden by odata.context
- which can be overridden by nested odata.context
