Summary: Language-dependency of key property values (was: Explicitly state that key property values MUST be language-independent)
Proposal:
Key property values may be language-dependent as long as the key property value combination uniquely identifies the entity within its set at each given point in time.
Both Vienna and Wien uniquely identify the capital of Austria in the set of cities, and both Cape Canaveral and Cape Kennedy uniquely identify a landmark in Florida.
