Key property values may be language-dependent as long as the key property value combination uniquely identifies the entity within its set at each given point in time.

Still, servers must have a unique id that is independent of the language, and must write that in JSON minimal any time it doesn't match the convention based on the local of the keys being written.

Both Vienna and Wien uniquely identify the capital of Austria in the set of cities, and both Cape Canaveral and Cape Kennedy uniquely identify a landmark in Florida.
