When running from a browser, the hash tag and the following fragment are removed by the browser before sending the URL prefix (before hash tag) to the server.

It would therefore be inadvisable to define that the complete URL (including hash tag and fragment) be expected to be passed to the server to resolve all the contained info. That would make it next to impossible to do ad-hoc testing with a browser.
