Instance annotations can be used to define additional information (...). Where the same annotation is defined at both the metadata and instance level, the instance-level annotation overrides the annotation specified at the metadata level." The ATOM format specification is incomplete because it do not allow overriding metadata-level annotations <b> that use a qualifier </b>, because qualifiers in instance annotations are not supported by the JSON format.
