If Scale(A) = 0 and Scale(B) = 0, then both operands are essentially integers.

This issue is important because a reasonable expectation in that case for (A div B) would be to expect integer division semantics (truncation, with the result having no fractional component).

The proposed rule scaleof(A div B) = scaleof(A) + scaleof(B)  would provide for integer division of integers.
