    Proposal: Services SHOULD (MUST?) support no content, but as this was not called out until 4.01 interoperable clients Clarify MUST pass an empty json object in the body of the request.  (was: Clarify that (although a service may support no content), clients invoke an action with no non-binding parameters by passing an empty json object in the body of the request.)
