Note that AppliesTo is a "whitespace-separated list of CSDL element names", and we already state that "As the intended usage may evolve over time, clients SHOULD be prepared for any annotation to be applied to any element."

In ODATA-631 we added the new value "Collection" which could be used here.

Note that we should only support returning "Collection" for 4.01 and greater clients. 

For 4.0 clients the service can return places a collection may occur (i.e., "EntitySet Property NavigationProperty")
