Consider the case where an implementation is hosting its own copies of schemas published by another organization. The $metadata resource will point to those local schemas, but when a client reads those schema files, they would likely make references to external websites (either the OASIS site for OData schemas, or the publisher's website for other schema files). We'd like to avoid having implementations modify published schema files to convert remote URLs to local references.
