Section 5.3 Parameter Aliases in URL conventions - http://docs.oasis-open.org/odata/odata/v4.01/csprd02/part2-url-conventions/odata-v4.01-csprd02-part2-url-conventions.html#sec_ParameterAliases - explicitly states that

    Parameter aliases can be used in place of literal values in entity keys, function parameters, or within a $filter or $orderby expression.

Examples 124 and 125 show the use of parameter aliases within $filter expressions.
