There are more governments that can be covered by the ODF Alliance. 
Furthermore, governments are less likely to listen to only one voice. 
Having more than one group promoting OpenDocument is a *good* idea. 
Especially since OpenDocument is supposed to be universal.

If that's the case, then our first priority should be compliance. I 
assumed that the purpose was broader because your first suggestions 
(whitepaper and market share analysis) are more for end users.
