Subject: Table/SVG requirements for SC approval

These are the requirements for tables in presentations,
as Rich wrote them up and delivered them to the parent TC. At our
meeting tomorrow, I have been asked to make sure that everyone agrees that
these are complete and correct recommendations for resolving this problem.
