From 9.1.3 Each element <draw:layer> is defined and referenced by its name that is contained in the draw:name attribute . Each drawing object inside a drawing or presentation document can be assigned to a layer. Layers virtually group the object. Each object that is assigned to a layer inherits the settings of the layer.
