If the TC wishes to hold a vote to approve as a Committee Specification, then
that motion must be made and minuted. The chair will then need to notify me to
create a web ballot, which requires a special majority vote for approval. Once
it is approved, new versions of the documents would need to be created noting
the status "Committee Specification" and the date of approval (date the ballot
closed). 

If the TC wishes to leave the status "as is" then those documents already exist
and have been uploaded to the OASIS Library.
