I believe that your comments back up my position.

Frequence should be less than 3 per second.
The area one
The combined area of FLASHES occurring concurrently occupies no more
than a total of .006 steradians within any 10 degree visual field on
the screen (25% of any 10 degree visual field on the screen) at
typical viewing distance where:
may apply, I wouldn't want to have vendors implement this only when ...
some cells are a given percent of the screen area?

Is that your argument? Size relative to screen area?

If the standard restricts refresh to < 3/s that won't happen in
compliant apps Peter?
